Qatar – Ashghal Awards 13 New Contracts Worth QR 12 Billion to Develop Infrastructure Facilities in

The Public Works Authority (Ashghal) has taken a major step forward in Qatar’s drive toward sustainable development with the award of 13 new contracts valued at QR 12 billion. These contracts will underwrite a host of infrastructure projects designed to strengthen sustainability, support quality of life, and deliver improved services to citizens across multiple regions.

These contract awards align with Ashghal’s mandate under Qatar National Vision 2030, which emphasizes sustainable infrastructure, environment-friendly urban development, and resilient public services. The projects fall under multiple large-scale programme streams, including roads, drainage, wastewater, treated effluent networks, and internal infrastructure works in residential areas. The aim is to deliver not only increased capacity but also improved environmental performance, reduction of carbon footprints, better storm-water management, and more efficient water reuse.

Key Projects and Scopes

  • Road networks & expressways: Several contracts are for the construction and upgrading of arterial and expressway roads. These include new expressway linkages, bypasses, and expansion of existing carriageways to accommodate growing traffic demands.
  • Drainage, sewage & water infrastructure: Projects include expansion or construction of sewage systems, stormwater drainage channels and networks, and networks for treated effluent, which can be reused for irrigation and cooling, in keeping with Qatar’s environmental objectives.
  • Residential / local area infrastructure: Internal roadways, street lighting, landscaping, pedestrian paths and cycling tracks, and associated utilities in residential subdivisions are included. These aim to enhance livability and connect communities in line with principles of sustainable urban planning.
  • Environmental sustainability features: Emphasis is being placed on water reuse, energy efficient lighting, stormwater collection and management, green landscaping, and minimization of environmental disruption.

The awarding of these contracts brings several benefits

  • Improved quality of life in both urban and suburban areas through better roads, safer infrastructure, and enhanced public amenities.
  • Environmental resilience, especially as climate risks such as heavy rainfall or flooding are increasing. Improved drainage and infrastructure will help mitigate these risks.
  • Efficient resource usage, especially water reuse and treated effluent for non-potable uses. This supports Qatar’s efforts to conserve water and reduce reliance on fresh water in landscaping, cooling, and irrigation.
  • Economic stimulus, particularly through construction activity, job creation, local contractor participation, and procurement of sustainable materials.
  • Supporting urban expansion and density with planned infrastructure for new or expanding residential zones, ensuring that growth is matched by adequate utilities and transport connectivity.

Implementation will require careful coordination: ensuring contractors meet sustainability standards, adhering to deadlines, keeping cost control under oversight, and ensuring minimal environmental and social disruption. Monitoring performance, especially for drainage and water reuse, will be critical.

These contracts also serve as a precursor to Ashghal’s broader five-year plan for 2025-2029, which was announced earlier this year at over QR 81 billion in investment. That plan includes more projects in sewage, drainage, strategic outfalls, development of lands with integrated infrastructure, and government buildings.

The QR 12 billion in new contracts marks a significant milestone in Qatar’s infrastructure development journey. By focusing on sustainable, integrated infrastructural services roads, drainage, water reuse and efficient utilities Ashghal is positioning Doha and the wider country for future growth that balances economic, social, and environmental priorities. As these projects move from signing to execution, their success will be closely watched both for their immediate impacts and for how they advance Qatar’s long-term vision.
