Saudi Arabia Railways (SAR) has announced the launch of a pre-qualification process for consultants to oversee the design review and construction supervision of the Riyadh rail link project. The deadline for submission of pre-qualification documents is 28 September 2025.
This project represents a major milestone in the Kingdom’s ongoing efforts to expand and modernize its railway network under Vision 2030, which prioritizes integrated, sustainable, and high-capacity transport systems.
The consultancy package will cover two critical areas:
Design Review – ensuring engineering and design elements align with international standards, local codes, and operational requirements. This involves evaluating structural integrity, alignment, track systems, and interface with existing transport infrastructure.
Construction Supervision – monitoring all stages of project execution, from site preparation and civil works to track installation, signaling, electrification, and systems integration. Consultants will be responsible for ensuring adherence to quality, safety, budget, and schedule.
The Riyadh rail link is designed to strengthen urban connectivity, reduce congestion, and provide a reliable alternative to road transport. With Riyadh’s population and economic activity expanding rapidly, the project is seen as essential to enhancing mobility and supporting sustainable urban development.
From a construction industry perspective, this initiative brings significant opportunities:
Advanced Project Management: Coordinating multiple stakeholders, contractors, and technical teams.
Technology Integration: Leveraging modern signaling, electrification, and smart rail systems.
Sustainability Standards: Incorporating green building practices and reducing the project’s carbon footprint.
For engineering and consultancy firms, the tender is not just a contract opportunity it is a chance to be part of one of the Middle East’s most ambitious rail programs. Firms with proven expertise in large-scale transport infrastructure, supervision of high-speed or urban rail projects, and international best practices in quality assurance are well-positioned to play a pivotal role.
Contractors and suppliers will also closely follow the project, as it will create demand for civil works, rail systems, materials, and advanced construction solutions. Effective collaboration between consultants and contractors will be central to ensuring the timely and successful delivery of the project.
SAR’s decision to engage specialized consultants reflects its commitment to technical excellence, transparency, and global standards. The Riyadh rail link is more than just a transport project it is a symbol of Saudi Arabia’s investment in building world-class infrastructure to support future economic growth.
With the pre-qualification deadline approaching, the construction industry is set to watch closely as international and regional firms prepare their submissions. For those involved, the project offers an unparalleled platform to contribute to shaping the next chapter of Saudi Arabia’s transport sector.
